Sweepstakes Gaming: Trends, Regulations, and What Players Should Know

About 18 million people in the US played sweepstakes games monthly. While this number is rising year-over-year, the data from 2023 shows the growth rate is slowing.

Still, sweepstakes remain highly present in the online gaming market, attracting the attention of players, gaming operators, lawmakers, and the overall gambling industry.

And even the best new sweepstakes casinos are raising important questions about consumer protection, promotional rules, and how online gaming should be regulated. The main issue is the business model these platforms use.

It’s based on a dual-currency system, with certain platforms offering separate promotional credits that may be redeemable for prizes under specific conditions. Every operator has its own rules and conditions, which is why players should educate themselves on how sweepstakes work and what the game rules are.

Latest Sweepstakes Gaming Trends

New forms of digital entertainment are appearing as the market expands. Consumers keep expecting more platforms to become available via mobile devices, with easy account management and plenty of interactive games.

As for sweepstakes, there’s clear data to track. There are over 18 million monthly active players in the US, with a 31% Compound Annual Growth Rate (CAGR), but the trend seems to be slowing down compared to 2023. Mobile gaming is still up, and the number of app installs increased 46%, 22%, and 19% YoY.

However, there are elements slowing down the growth, such as state restrictions. In the US, each state has separate regulations when it comes to sweepstakes, and states that don’t have a law developed for it tend to ban sweepstakes platforms.

Each state ban usually causes up to a drop in industry-wide player counts within several months. On the other hand, there’s a noticeable platform churn. Player retention is dropping, as players are just sampling out platforms, but aren’t committing to many.

Sports betting, social gaming, online casinos, and promotional gaming still have different structures. However, their audiences and digital features can overlap. This has encouraged greater discussion about how these products should be categorized and regulated.

Regulation: Why Location Matters

One of the most important considerations in sweepstakes gaming is the difference between state laws. The US does not have a federal rule that makes every sweepstakes-style gaming platform permissible nationwide.

The main issue lies in the way sweepstakes games are organized. There are two types of currencies used Sweeps Coins and Gold Coins. Each has a different purpose – Sweeps Coins serve for promotional entries and may be redeemable, while Gold Coins serve for play and have no cash value.

Many lawmakers see this as a workaround to operate in states that don’t allow traditional online gambling. Some states have adopted specific restrictions; others assess the products under current gambling regulations. For example, California’s AB 831 took effect on January 1, 2026, and Indiana’s HB 1052 took effect on July 1, 2026, both banning online sweepstakes.

These are examples of legislation negatively affecting sweepstakes gaming models. Other jurisdictions have taken different approaches, so a development in one state should not be assumed to apply everywhere.

Players researching the market should consider their location and check the relevant state’s official legislation, instead of relying on a platform’s advertising or documentation. They should also keep in mind that the website may work for them and let them register, but then not allow account verification upon withdrawal, causing losses.

Sweepstakes Gaming and Responsible Participation

Besides checking if sweepstakes are allowed in their location, players should know a few more things; the first being responsible gaming. Sweepstakes may use promotional currencies instead of cash wagers, but participation can still involve financial costs, time commitments, and the possibility of disappointment.

Players should always evaluate the sweepstakes platform they intend to use and explore currency and redemption rules, terms and conditions, account security, and promotional claims.

Once they find a preferred platform, they should establish clear spending limits and times when they play, avoid chasing losses, and know the difference between entertainment and a chance to receive a prize. Those who find it difficult to control their gaming activity should consider taking a break and seek proper support.

On the other hand, operators also face responsibilities. They should offer transparent rules, accessible customer support, clear disclosures, and effective age and location controls. These safeguards are also likely to remain the point of debate as the market develops further.

The Bottom Line

The latest trends show that the growth of sweepstakes gaming slowed down, and the main factor driving this change is the regulation that’s different across states. Sweepstakes remain in the middle of online entertainment, promotional marketing, and gambling. That position, and the sweepstakes business model, is what’s the main issue for regulators.

When it comes to players, they should remain careful and check out every platform they plan to use and review the rules that apply to their location. Taking an informed approach is the best way to remain safe and navigate this evolving industry with ease.
